Department Strengthens
Worker Safety Rules

Energy Secretary Samuel Bodman yesterday announced a new "Worker Health and Safety Rule," that requires all non-nuclear DOE contractors to comply with applicable OSHA safety and health standards, or risk monetary fines. In addition, as applicable on a site-by-site basis, contractors will also be responsible for meeting additional safety and health consensus standards issued by groups such as the American Conference of Governmental Industrial Hygienists, the National Fire Protection Association, the American National Standards Institute, and the American Society for Mechanical Engineers. DOE Office of Science Director Ray Orbach has announced that Aristides Patrinos, the Associate Director of Science for Biological and Environmental Research, will be leaving to become President of Synthetic Genomics, Inc. this Wednesday. Orbach cited his "historic role in the successful Human Genome Project, the founding of the DOE Joint Genome Institute and the design and launch of DOE's visionary genomics (GTL) program. He is a leading authority on structural biology, global environmental change, nuclear medicine and health effects, and basic research underpinning DOE's environmental restoration effort." Education Head Talks
To College Commission

Rollie Otto, Berkeley Lab's Head for the Center for Science and Engineering Education (CSEE), is in San Diego today to offer testimony on "Essential Educational Elements" before the U.S. Secretary of Education's Commission on the Future of Higher Education. The Commission was formed last year to lead a national debate about how to meet changing economic demands, and to assure that college is affordable and accessible for interested students. Otto was invited to the two-day workshop to talk about innovative education models and the Science, Technology, Engineering and Mathematics (STEM) pipeline. Go here to read his remarks.

$4.1 Billion Requested
For Research Initiative

As part of the American Competitiveness Initiative, Department of Energy Secretary Energy Samuel Bodman yesterday announced that the Fiscal Year 2007 budget requests $4.1 billion for the DOE's Office of Science, a $505 million (14.1 percent) increase over FY 2006 funding. This budget puts DOE's Office of Science on the path to doubling its budget by FY 2016. The increased funding represents a major contribution to our national investment in basic science research - research critical to ensuring American competitiveness in the world, and to enhancing our energy security in the years ahead. NAS Report Was Factor
In Science Proposals

A New York Times analysis of President Bush's proposals this week to accelerate spending on basic science research cites a National Academy of Sciences report on competitiveness, to which Berkeley Lab Director Steve Chu contributed, as one of the factors persuading the Administration to act. The report, "Rising Above the Gathering Storm," noted that the country is facing a crisis of eroding world leadership in science, technology and education. The NAS committee's chair, Charles Vest, noted, "The gravitas of that group has a lot to do with how we got as far as we did" in White House and congressional calls for action. Power Outages
Planned Tomorrow

Power outages are scheduled for several buildings tomorrow. In Buildings 51 and 64, the outage will begin at approximately 6 a.m. and continue until about 6 p.m. The outage at the Building 90 Complex starts around 1 p.m. and is scheduled for completion at 3 p.m. Power will be restored as soon as work has been completed.
