Randy Scott to Leave Lab Human Resources for Position at UCOP
Berkeley Lab Manager for Human Resources, Randy Scott, has resigned in order to accept a position as Executive Director, Systemwide Human Resources & Benefits Policy and Program Design, for the University of California's Office of the President. His new role is effective July 25. Associate Laboratory Director for Operations David McGraw said current HR deputy Larry Hanson will serve as department manager while a search committee is formed.
"It's a wonderful opportunity for Randy," McGraw said, "and we're pleased that he will still be a part of the University family." McGraw said Scott was especially effective since arriving at the lab in 2001 in two areas - improving relationships between the Lab and both the Department of Energy and the University, and instilling a culture of professionalism into the practice of human resources.
"We had a very complicated CIP (compensation increase plan for annual approval by the DOE) before Randy arrived, but he simplified it in a way that saved time and earned DOE's acceptance," McGraw said. "He also initiated a drive toward accredited systems, both individual and programmatic, which measured performance against the highest standards of practice."
McGraw also noted that Scott worked "tirelessly" as a member of the new UC management contract development team, contributing to the management systems portion of the successful proposal to the DOE.
Scott says sees his new appointment as "changing positions," not "changing teams." He thanked Laboratory senior management for its active support of the changes and improvements in HR policy, program and service during his tenure. "We've improved our HR relationships and performance with DOE, having achieved 'outstanding' ratings during this time," he said.
"I'm especially proud of the Lab's human resources team members, who have worked really hard at integrating HR Center and core services to meet division management needs and the Lab's Operations mission," he added.
Scott expressed best wishes to the people of Berkeley Lab, "as they continue to operationally support and work to accomplish the Lab's science mission. I will cherish always the opportunity I have had to be a part of it. Thanks to all of you." Scott replaces long-time Office of the President personnel manager Michelle French, who retired. UC Associate Vice President Judy Boyette issued this memo to staff today on Scott's appointment:
"I am very pleased to announce the appointment of Randolph R. Scott, SPHR as Executive Director, Systemwide Human Resources & Benefits Policy and Program Design, effective July 25, 2005. He will fill the position previously held by Michele French, who as you may know recently retired.
"Randy brings to this appointment more than 20 years of human resources management experience, demonstrated leadership in promoting a progressive workforce and workplace environment, and a thorough understanding of the University's benefits, policies, programs and practices.
"Most recently, he served as Chief Human Resources Officer and member of the senior management team at Lawrence Berkeley National Laboratory. In that capacity, he was responsible for planning, articulating, and implementing the lab's human resources strategies, policies and programs for the lab's 3,900 employees. He also served as the lab's chief human resources liaison and business partner to UC, the U.S. Department of Energy, and numerous public agencies and private organizations.
"For three consecutive years at the lab, Randy led the effort that produced an overall 'outstanding' rating for lab HR operations under the UC-DOE Performance Assessment System, and as national chair for the DOE Contractor HR Council Task Force on HR Department accreditation, he led the team that developed HR standards for validation by the National Academy of Public Administration. He has served as a member of UC's Medical Contribution Strategy Task Force since its inception, and currently serves on the UC Compensation and Benefits Task Force.
"Randy's prior experience includes six years in several senior human resources positions at Kaiser Permanente, six years as vice president of human resources at Blue Cross-Blue Shield of Missouri, and management positions with several private sector companies.
"He holds a master's degree in Education Administration from West Virginia University, and an undergraduate degree from West Virginia Wesleyan College. He also holds several professional certifications for human resources management. He is president-elect of the Northern California Human Resource Management Association, and a member of the Society for Human Resources Management. He is also vice-president for the San Francisco Fine Arts Museums Board of Trustees, and a board member for the Booker T. Washington Community Center in San Francisco.
