A new Property Management requirement issued by the University
of California and DOE Oakland, LBNL is required to track and
control, all of the items indicated below, received at the
Laboratory on or after October 1, 2003.
As items are received in Central Receiving the Property Control
Number will be assigned and the items entered in the Property
Management database. Receiving will either attach the barcode
tag to the item or attach to the packing list sent to the
end-user. If you receive a packing list with a Property Control
tag attached, it is your responsibility to attach the tag
to the unit. The tag is to be placed on the front of the item
if at all possible. If sufficient space does not exist on
the front, place the tag about the serial number on the rear
or side of the item.

Effective for all items purchased on or after 10/1/2003

All items listed below with a value of $300 or greater must
be tagged with a Property control barcode:
Cameras (Still, & Digital)
Personal Computers (Laptop & Workstations)
Portable Video Projectors
Printers
Radio, two-way
Recorders (CD, DVD, Dictating, & Video)
Scanners for computers
Telephone (cellular & mobile)
Video Cameras (TV, Movie, and Video)
Personal Data Assistants (PDA’s) All Personal Digital
Assistants and Organizers with a PC Connection (Hand held
computers) regardless of value.
All controlled and sensitive property items are subject to
inventory, assigned a unique property identification number,
tagged with that number, and recorded in the database. Tagging
allows property to be assigned to an individual property custodian,
makes it possible to track and inventory the property throughout
its life cycle, and allows it to be readily identified visually
as controlled or sensitive. Property transactions for tagged
items are recorded and maintained in the Property Database.
Official Use of Property
Property of the Laboratory is U.S. Government property and
will be used for official purposes only. Official purposes
are the performance or support of
Laboratory work or such other purposes authorized by the Laboratory.
Use of Government-funded property, facilities, and Management
for private
commercial gain or private personal benefit is prohibited.
Tagging and Recording Property
Two types of Laboratory property are tagged, property-numbered,
and recorded in the Property Database:
Controlled property is an item that does not lose its identity,
has a useful life of two or more years, and has an acquisition
or fabrication cost of $5,000 or more regardless of funding.
Sensitive property is an item that has a life expectancy
of two or more years, is highly portable, is easily converted
to personal use, and is more susceptible to theft than other
Laboratory property. Assets meeting the sensitive classification
are as indicated in the Sensitive Item Policy above.
