DOE Announces 28
Facilities Priorities

In a speech at the National Press Club yesterday, U.S. Energy Secretary Spencer Abraham outlined the Department of Energy’s Office of Science 20-year science facility plan, a roadmap for future scientific facilities to support the department’s basic science and research missions. The plan prioritizes 28 new, major scientific facilities and upgrades to current facilities. Among the latter are two at Berkeley Lab -- the Energy Sciences Network (ESNet) and the National Energy Research Scientific Computer Center (NERSC). Read the DOE's news release here. Background details, including the facilities list and a 48-page report, can be accessed through the Office of Science website here. Read more about Berkeley Lab's future prospects on the list in Friday's issue of The View.

IN THE NEWS

Semiconductor Could Soup Up Solar Cells

In recent weeks, some of the most powerful solar flares ever witnessed have sent electrically charged gas shooting toward the earth in so-called coronal mass ejections. But even without such impressive displays, the sun provides a wealth of energy to our planet. Unfortunately, efforts to mass produce solar cells to harness energy from Sol have stalled in the laboratory and in commercial cells. A novel crystal described in a paper published in Physical Review Letters by Berkeley Lab’s Kin Yu may change that, however. Full story.

Lab Responds to Notice On Contract Competition

Berkeley Lab management has issued the following comments on Congressional budget bill language concerning competition for management contracts:

In the FY 2004 Energy and Water Appropriations bill about to be passed by Congress, Berkeley Lab is listed as one of five national laboratories for which competition of the management and operating (M&O) contract will be required. It is not clear what the impact of this decision will be on Berkeley Lab. In July 2002, DOE Secretary Spencer Abraham made the decision to extend the Berkeley Lab contract with the University of California for five years. After more than a year, the Laboratory is in the final stages of negotiating a new contract. It is important to note that Congress does recognize in report language the inherent difficulties in competing a lab like ours that is located on Regents’ land and with long-standing ties to campus faculty and students, including important Laboratory building space on campus owned by the University of California. We will work closely with the University of California and the Department of Energy to analyze this situation and to clarify the meaning of these contract provisions applying to Berkeley Lab.

An article in last week’s “Today at Berkeley Lab” incorrectly listed the location of a talk by security expert Howard Schmidt. His lecture takes place today at noon in 50A-5132.

Education Outreach
Meeting is Today

The Center for Science and Engineering Education sponsors monthly workshops to update Berkeley Lab staff on education outreach activities and opportunities. The next one is today from 11:30 am to about 1:15 pm in Building 7-211. The workshop, “Careers in Science and Technology,” will focus on the Lab's plans for a year-round CST outreach effort to local schools. All Lab staff are invited and please contact Joe Crippen at x5816 if you plan to attend. Lunch will be provided.
