New Integrated Safeguards and Security Management Office

Since the first Integrated Safeguards and Security Management (ISSM) plan was written in 2001, Berkeley Lab has been adhering to the Department of Energy’s policy “that the ISSM framework shall be used to integrate safeguards and security into management and work practices at all levels so that missions are accomplished securely.” This includes preservation of the open environment characteristic of the Lab while protecting its physical and intellectual assets.

In 2006, the Lab decided to revitalize and improve ISSM. Through the leveraging of existing security resources through matrix management, an ISSM Office has been created. Functional responsibilities within this office, directed by Dwayne Ramsey under Deputy Chief Operations Officer Sandy Merola, are:

  • Site access and security
  • Unclassified foreign visits and assignments
  • Badge Office
  • Site security contracts (UC Police Department, Allied-Barton Security)
  • Access alarms and controls
  • Business continuity planning
  • Intrusion detection operations
  • Cyber security infrastructure, monitoring and vulnerability detection
  • Enclave and Laboratory governance and assurance
  • Policy development
  • Security consulting
  • Training, awareness, education

Thus functions formally housed in Environment, Health and Safety, Information Technology, and Facilities divisions have been combined and further integrated via the new ISSM office. This office coordinates but does not remove the line responsibility of the EH&S Division Director and the CIO for the physical and cybersecurity aspects of the ongoing LBNL ISSM program.

“Our mission is to assure all visitors and employees of an open and secure work environment that fosters the continuation of creative scientific advances,” said Ramsey. “ISSM ensures the protection of Lab assets, both physical and intellectual, within the Laboratory’s commitment to scientific excellence.”

The matrix staffing will include 16 existing personnel and 34 contracted staff for site security.
